Seems to me that a pretty easy project for a small manufacturer would be a modern version of the Holland & Holland Paradox. For those who aren't familiar with them, they are a smoothbore gun, with just a few inches of shallow rifling near the muzzle. The guns were equally capable of firing balls, or conical bullets, and shot charges. Most of them seemed to be doubles in 12 bore or so. Holland and Holland made them, as did some of the other British double rifle makers.
Seems like one could easily take a Ruger #1, or high wall replica, and mount up a paradox- rifled 20 gauge barrel, and shoot either shot, or bullets. With quick-detachable scope mounts and extra sights it would take just a minute to go from hunting deer, to birds.
And you could probably do something similar with a .50 Beowulf or other big bore autoloader, one that could hold enough shot to be useful. For bigger guages, I wonder if a Sharps 1874 action wouldn't do the trick?
