Is it even possible someone loaded a 9mm case inside another 9mm case and fired it out of a .40s&w? Seems pretty unlikely but…

Maybe the brass 9mm case was damaged in some way and the steel case was shoved inside to be sure it couldn't be reloaded again--- discarded at the range.
Either this or I am going with Pat Riot's theory about the dawning of the "REVENGE of the MACHINES."
