How does the government know when YOU built up a firearm?

In regards to AR-15's and the like... say you buy a few stripped AR-15 lowers this spring, out of concern of a possible federal AWB looming in the future. If a new AWB occurs, and you build up the rest of the AR after it passes, how does the government know that it's an illegal, post-ban rifle? The lower is legal, but the rest wouldn't be. The serial number is just on the lower, correct?
 
I suspect YOU will be the one asked to prove things, not the other way around.....

And that's assuming you can buy the parts to build one up after a ban anyway. In the more recent writings they make illegal any parts that can be used to "convert" a rifle into an assault weapon, and it's a long list.
 
more importantly, could you still get the rest of the parts after the ban? a bunch of lowers are nice, but you need some uppers and a few other key parts that could easily be written into the ban.
 
Why do you assume you will be allowed to keep your rifle?:confused:

Assuming you are allowed to keep it and surrender it as contraband, the government will know by: 1) computer searches of gun boards, 2) searching your credit card history, 3) having ATFE contact and squeeze suppliers of uppers and parts to turn over customer lists, 4) confidential informants.
 
When the lower is sold, there will be records of it being shipped as just a receiver. One presumes that it would be relatively simple for the interested agency to check the serial number on your gun against the manufacturer/wholesaler/retailer records. In this wonderful computerized age, that won't even cost much or take long.
