I didn't know the .38 special target models had barrels marked for .357 Magnum. Makes sense, I guess, though I could picture someone getting bumfuzzled trying to pound a .357 into the thing.
I ordinarily have zero confidence that my memory of "Target Models" being .38 special but it's repeated in the Colt letter and rear of cylinder.
If the Irony is that a "California Combat" revolver can't be shipped to California, I expect there's a lot of that sort of irony. I believe the Kimber SIS is without type II parts and will never make it on CALDOJ's list.
