If the gun has been in a warehouse sealed in its packaging for 4 years its no problem. But I assume your concern is this gun has been on display the whole time and has been dry fired a thousand times, slide dropped on an empty chamber, sweaty finger prints, etc. Or worse the gun is used. CZ has had a number of limited production models like the CZ75 BD Police which were often in storage for many years.
 
My father has a 1920's production 1911, two old Garands, a 1970's Colt AR15, a 1903 Springfield, and an ancient 1890's Winchester.

They're all still good to go.
 
How long does it take for a gun to get from the factory to the gunshop?

A gun that has just been announced and is some hot, new, "gotta-have-it-now type will probably be in a private owner's hand and on the range within 4-6 days of coming off the line.
Whereas some pistol that has been around for many years with an out of date caliber and has been usurped by several different brands' "new & improved" models might not get sold for several years.
So, to answer your 1st question ; it depends.


How long does it take to wear out a gun?

If you shoot a caliber that is capable of hot loads with velocities of 3800-4200 fps (& shoot it with those hot loads), it might "wear out" in 700-1500 rounds. It kinda depends on you rmeaning of the words "worn out".
A slow, sedate loading of some caliber like a .257 Roberts with a chomemoly lined barrel might last 5,000-20,000 rounds before getting to some point of "inaccuracy".
So, to answer your 2nd question ; it depends.
