How many states allow pre-eligible CHL Apps?

I am now with 45 days of turning 21 and my local sheriffs department will not do ANY processing of my CHL application until my birthday. The way I see it if average processing time is 30days I should be able to apply at least say, 20days in advance so I can have my permit soon after my b-day.

I will be waiting since that's the law but it kinda sucks mostly because I am enthused about my new founds "rights". My question is do other states allow applications to be processed prior to a 21st birthday?. I am looking at UTAH and possibly Florida CHL's since they seem to have the best reciprocity. I am also interested in getting a Nevada permit since I do spend at least some time in Reno, however I know that NV has some pretty tight restrictions on classes and qualifications so I may just need to do that when I go down to Reno this summer. If anybody has information about those states policies feel free to add that in.

....a person who is at least 18
years of age but not yet 21 years of age is eligible for a license to carry
a concealed handgun if the person:
(1) is a member or veteran of the United States armed forces,
including a member or veteran of the reserves or national guard;
(2) was discharged under honorable conditions, if discharged
from the United States armed forces, reserves, or national guard; and
(3) meets the other eligibility requirements of Subsection (a)
except for the minimum age required by federal law to purchase a
handgun.
(h) The issuance of a license to carry a concealed handgun to a
person eligible under Subsection (g) does not affect the person's
ability to purchase a handgun or ammunition under federal law.

Just to clarify, I don't want to carry prior to my b-day. I just want to apply to save the bureaucratic time. Does anyone know if Florida or Utah (both have good reciprocity) or Connecticut(lots of family lives there) allow applications prior to my birthday?
 
Well, in Florida you just fill out the forms and mail them in. So I would guess it depends on what day they enter it in the computer whether it gets approved or not. My CHL class instructor says they are real sticklers and reject for any minor thing (like stapling forms together, not filling things out exactly like they should be.)

So I suggest sucking it up and waiting a bit. Also, it seems more and more states are not recognizing out-of-state permits unless you are a resident of the issuing state.
