How is Rifle BARREL length measured?

From crown to the point where it screws into receiver?

My Ruger M77 Mark II, in that measurement, seems to have a 21 in barrel

Close the bolt, drop a dowel down the barrel, mark it at the crown, measure it. At least that's the way people do it to check ATF compliance.

    Yep!

End of muzzle to bolt face.

Use a cleaning rod and mark it at the muzzle, then measure it.
