Last time I did this, USPS was no go, and UPS required you to label it "ORM-D" and "ammunition, small arms" but there was no extra surcharge. The labeling also had to be specific dimensions. Check out "orm-d" and "ammunition" in a search, either here or on google, and you can find an answer.
