Be grateful, if you were born after Jan 1, 1949, you have to take the HSC here in Colorado! I was born the middle of June in '49, I had to take it, still got the 3 digit number too!!

The reason it would be fraud: If he buys a license out of state that doesn't require HSC, THEN tries to get a license in the state where he resides, "That does require a HSC", his attempt to use another states paper would be considered fraud, trying to get around the law. He just needs to get his priorities in order, which is more important to him?
