Concealed-carry moves sicken foes

SPRINGFIELD -- Average citizens could carry concealed weapons under two bills that won overwhelming approval in a House committee Tuesday, setting up a rare, full-blown House floor fight over the issue that advocates say will make people safer and critics contend will lead to more gun violence.

The move further buttressed the National Rifle Association's strategy to not only blunt Mayor Richard Daley's push for gun-control laws but to take the fight to him with a frontal assault of its own.

"I'm heartsick," said House Majority Leader Barbara Flynn Currie (D-Chicago), a major advocate of gun control. The NRA is on a "rampage" in Springfield, Currie said.

Gov. Rod Blagojevich has faced criticism recently as administration lobbyists have backed some pro-gun measures and opposed some anti-gun ones despite the governor's claims to back strong gun controls. This time, however, the administration appeared to speak with one voice.

Agency lobbyists in the House Agriculture and Conservation Committee registered in opposition to the concealed carry measures, and an aide to the governor later pledged he would veto the measures.

"If the legislature passed them, they're dead on arrival," said Abby Ottenhoff, Blagojevich's spokeswoman.

NRA lobbyist Todd Vandermyde said the concealed-carry bills have a "50-50 shot" of passing the House. The bills are similar, except one gives the authority to the Illinois State Police to distribute permits and the other gives it to the county sheriffs.

Under the bills, the city of Chicago could not stop someone from carrying a concealed handgun despite its own ban on handguns, Vandermyde said.

In Springfield, gun issues break along regional, rather than partisan, lines.

The panel endorsed a third bill to require people buying guns at gun shows to undergo background checks, closing a disputed loophole, but it also would require the state to destroy records of sales after 90 days. Though Chicago would be exempted, gun-control proponents want records kept indefinitely.

The fourth bill approved by the panel would prevent municipalities other than Chicago from regulating rifles, shotguns and ammunition for those weapons, including in places like Oak Park and Aurora, which have ordinances in place, Vandermyde said.

If it gets to Rod Blagojevich desk he'll veto it. Which will set up an intresting scenario in Illinios.
 
If you can post a link to the bill, I'll print it out and go bug my rep. and senator's secretaries.
 
It's probably not going to get out of the Senate committee, much less the Senate. . . . and Blago will veto it without fail.

So no, there's no possibility of CCW THIS YEAR. We need to be clear about what our objectives are for THIS YEAR.

For this year, a debate on the floor of the House is good. If we can force a debate on the floor of the Senate, that's fantastic.


We are NOT in the business of trying to get Rod Blagojevich to sign a CCW bill. That isn't going to happen. It's off the table.

What we want to do is force Blago to keep his head down, then knock him out of office anyway. His successor should have CCW on his radar from the beginning. What we're really trying to do, in essence, is take CCW from a non-issue on the fringe to one of the central issues in Illinois.

Take the long view and then call and write as if your life depended on this session, and we can do this.

Our opponents are patient and relentless

We have to be even more patient and absolutely relentless.

I agree with Don G's point and understand that the odds of passing anything this year, or maybe even next year, are about as slim as the odds of a politican refusing to accept campaign contributions from a highway construction company.

IMHO, the best defense is a good offense rule applies here. I like the fact that our side is not just waiting to fight Daley's latest round of "grabber" bills and is putting some of our own ideas into play.

A few years ago we would have never even had this on a committtee agenda, let alone passed there.

Blago will veto anything remotely resembling a loosening of current gun control rules in Illinois, just to maintain his bona fides with the anti's and that includes the Tribune company.

Blago is increasingly looking like toast for the next election cycle and if the Republicans, or the downstate Dems, can get their heads out of their butt and field someone not licking Daley's shoes, we may get something done for real.

Image that, a governor that actually lkives in the governors mansion in the state capital instead of Daley's backyard? Of course that makes it easy for Roddy boy to cut Richie's grass for him and wax the car.

A while back Daley moved out of Bridgeport into one of the posher new developments, Dearborn Village I think? His mother lived in B-Port until she passed away a while back.

Yes, Roddy lives on the North side in a brownstone with State Troopers front and back, day and night. He said he couldn't move downstate to Springfield because of his wife and daughters. I was being facetitious. He metaphorically cuts Daley's grass and licks his boots.

The rest of the time he governs the great state of Illinois, Land of Lincoln, et. al. from the Thompson Center (and his bedroom in his Elvis bunny slippers).

"HB2567 and HB 2607 have both been sent to the entire House for consideration!!! Now we need to get the Senate bills out of Judiciary - a new hearing has been scheduled for Tuesday 3-15.

Guys, I spoke today with my Senator's chief staffer, and she said this one really is shaping up to have a chance. They think they can cram a veto override down Rodster's throat (or up his..., your preference). BUT, we need to do our part.

1) Contact your Representative and ask them to support and co-sponsor HB2567 and HB2607.
2) Contact *each* member of the Senate Judiciary Committee and ask that they give SB1500 and SB2101 a "do pass" so they can be considered by the full Senate.
3) Contact your Senator and ask them to support and co-sponsor SB1500 and SB2101.

This staffer said that every freakin' phone call and letter will help the cause, because all these elected officials are holding a wet finger up in the air right now to see what way the wind's blowing."

The harder we fight for these bills now, the sooner we may someday see a shall issue law in Illinois. Just push it to the limit - we have nothing to lose and everything to gain - so contact everyone you know to write letters to their Reps, Senators, and newspapers. Also call and call and call - make their phone systems melt down like the last time they seriously tried to push the mayor's gun control agenda - go in person to hearings if you possibly can.

Also, just my personal opinion - when you write and call -

1. be polite

2. let them know how much you care about this issue and how important it is to you and that you will remember their support or opposition

3. try to frame it in terms of the right to self-defense and not a "gun" issue as such or a liberal/conservative or republican/Democrat issue.

4. When dealing with the senate judiciary committee ask them to regardless of their support or non-support of the bills to allow the full senate to consider the bill - since it is an issue that concerns all the citizens of this state - the right to life and the right to defend that life.

5. be sincere, honest, assertive, unrelenting, and polite.
 
I don't want to sound like a pessimist at all. What I do NOT want is for fair-weather supporters to come out with the idea that we're going to make a few phone calls and get whatever we want--only to disappear and spend the next few years sulking, whining and moaning that "nothing ever happens, it's all corrupt, it's pointless."

People should understand that while I'll buy the first round if we get this passed (in fact, I'll get Mack a bottle of his favorite anything if there's a veto override to pass CCW) we still have to understand what we're up against if that's ever going to happen.
  • Now, we have to get it out of the Senate Committee. Not impossible, though not easy. But it can be done even though the odds are against it.
  • Then we need to get the bill a fair hearing in the House. Madigan hates Blagojevich, and MIGHT want to put him on the spot, but more likely he's going to do what he always does: make a dishonest ruling that the bill needs a supermajority. I hope that talk about a veto override is serious, because it's going to need that majority just to pass the House the first time. If you really want to make an impact in the House, it's time to call Madigan and tell him you won't forget if he pulls that trick again. Call Todd Vandermyde too, while you're at it, and tell him you won't forget if he can't be bothered to lobby Madigan hard. He needs to know that the average gun owner understands the game.
  • Then, we have to get it out of the Senate. I honestly don't know about Emil Jones. He's anti-gun, but how far he's willing to go to pee in Blago's cornflakes is going to depend on what Blago does to education and Jones' other pet issues this session.
  • Then, we've got to override Blago's veto, which in effect means we've got to get supermajorities and then do it again.

Salesmen have a saying that you have to get seven nos to get one yes. . . and we have never, not one time, ever done a serious job of asking for CCW. Not the way they count things at the Capitol.

Guys, I just finished my phone calls to the members of the Illinois Senate Judiciary Committee asking each of them to please take a long hard look at SB1500 and SB2101 and to please pass them through. As I understand it, IF it makes it to rods desk he will have to at this point in his career make a major decision on whether he stays in office. He made some promises to the downstaters in order to get into office. Now he will need to **** or get off the pot. We all know he doesn't want to let his handler king dick down, but then he doesn't want to tick off the downstaters who helped him into office. We are hoping that this turns into a major battle here, cause then it means we have brought it out of the dark corners of the legislature and put the spot lite on it. I don't think they can go back now...And neither can we...We need to keep crammin snail mail in thier mailboxs, jam up their voicemail systems...anything else that will make them know we mean business...mack
 
Don I know you have been and are a steadfast supporter of gun rights and CCW in Illinois - I know you have put in the work and the time - I thank you for it. I also know that yes, there are people who may react the way you suggest - but that has always been the way of this world - it's in the continuing battle that the sunshine patriots are seperated from the regulars - the wheat from the chaff. Remember the stories of passing CCW laws in most of the other states - they all took one effort after another. As has been pointed out, yeah the odds are against this going anywhere, and yes it might get some peoples hopes up only to have them dashed. But in my experience, individually that is how one builds character - and organizationally that is how one starts to build a strong organization or movement. So I say, so what if ten new people get on board for CCW in Illinois and 8 or 9 out of the ten get disgusted and quit if nothing passes - we still get one or two committed types that are ready to dig in thier heels and work hard - in my mind that is a big gain. The rest the 8 or 9 who walk away - well they weren't there before anyway - and people being what they are - most will want to jump back on the bandwagon - once victory looks near. So let's not look back or worry about the "real" prospects - let's just keep going down that road - after all even getting this issue heard and a house vote is a major victory already. All the political experts expect us to lose - so in effect we really can't lose whatever happens now - it's all gravy. H E double hockey sticks, what more could a man want than the joy of fighting in a fight where no one expects he can win and everyone's suprised he showed up and made it through the first round. I don't know, maybe I'm crazy - but after years of CCW never even getting a hearing and playing defense from one gun grab bill after another - it feels incredible to be taking the offense for once. Besides Don - you know - if you think about it - how many people have walked away from the NRA, ISRA, and other organizations because they have felt that they weren't really interested in making CCW a priority in Illinois. Whatever truth there may have been or might be in those feelings - today - here and now - is the opportunity to get those people back - to let them fight for what they believe - heck - most of them know the real odds - but for many just having the chance to carry the fight will be gift enough - for now.
 
Make your calls

It was reported at packing.org that one of the staffers of one of the senators stated everyone in the capitol has their wet fingers in the air to see which way the winds blowing. I made my calls. Emails go out in a little bit. Snail mail tonight. If they are looking to see which way the winds blowing lets send them a tornado from downstate. Let's not worry about those who fall away. Even if they jump back on the bandwagon when they see were getting somewhere that is added numbers later. I want the right of self protection back for the people of Illinois.

SB0332 - Dealer licensing postponed
SB0546 - closes the gun show "loophole" postponed
SB1326 - creates the "Firearms Act", but there is no actual text to the bill, nor does it establish any provisions. Given who the sponsor is, this could be very ominous down the road... postponed
SB1440 - Dealer liability for the behavior of criminals postponed
SB1441 - broadly written bill that holds dealers responsible for creating a "public nuisance" postponed
SB1482 - .50 ban postponed
SB1500 - CCW postponed
SB2101 - CCW postponed
SB2102 - Another preemption bill for long guns and ammo that exempts Chicago postponed
