CHICAGO, Nov. 6 /U.S. Newswire/ -- The following was released today by the Illinois State Rifle Association (ISRA):

"An unprecedented threat to homeland security" is how the ISRA is characterizing a bill currently making its way through the Illinois General Assembly.

Senate Bill 67, sponsored by Miguel del Valle (D-2) and Iris Martinez (D-20), would require the Illinois Secretary of State to issue drivers' licenses to persons lacking Social Security Numbers (SSN) -- including undocumented aliens. According to the bill's sponsors, issuance of drivers' licenses to undocumented aliens would somehow make our roads safer.

Highway safety concerns aside, a very likely consequence of SB 67 would be the arming of street gang members and even al-Qaeda type terrorists. Once a person has acquired an Illinois driver's license, they may then apply for an Illinois Firearm Owners Identification (FOID) card. Possessors of FOID cards are allowed to purchase firearms from licensed firearm dealers.

A person's SSN is the key element in running criminal background checks. Absent the requirement for SSNs, Illinois driver's licenses and FOID cards would be issued to persons whose backgrounds are complete mysteries. Thus, if SB 67 were signed into law, Illinois streets would soon be flooded with criminals and terrorists who are not only mobile, but armed as well.

In an eleventh-hour attempt to save this politically sensitive bill, sponsors hastily drafted an amendment that would require the Secretary of State and the State Police to "do something" to keep undocumented aliens from acquiring FOID cards. Success of this quick-fix amendment relies essentially on the good faith of the FOID applicant and the diligence of two over-worked state agencies. The amendment is simply not enough close this gaping loophole in our homeland security efforts.

"SB 67 makes a mockery of legitimate efforts to keep guns out of the hands of criminals and terrorists," commented ISRA president Richard Pearson. "A better name for this bill would be 'The Drive-by Shooting Amnesty Act' because it hands car keys and gun cards to potential terrorists -- no questions asked."

"The political motivations behind this bill are clear," continued Pearson. "In its haste to pass a bill that appeals to certain interest groups, the General Assembly has overlooked the drastic consequences of issuing driver's licenses to persons whose backgrounds may be totally fabricated."

"In light of SB 67's potential impact on the crime rate, we find the sponsor list very interesting," said Pearson. "Less than a year ago, Senators del Valle and Martinez were pushing a bill that would force the confiscation of hunting shotguns and rifles from the state's sportsmen. Now, they're joining forces to push a bill that would arm people who sneak across our nation's borders for purposes known only to them."

"In both principle and practice, SB 67 is a very bad bill," continued Pearson. "We urge the Illinois Senate to defeat this bill. Should the bill reach Gov. Blagojevich's desk, we ask that he place homeland security before politics and veto this short-sighted piece of legislation."

There are a couple of problems with this bulletin, the main one being that it's premised on a lie. Applying for, or receiving, a driver's license does not entitle you to a FOID card.

To put it bluntly, this is another stupid move for Pearson. Though I agree that it's a terrible idea to give drivers' licenses to people who don't show that they're legal citizens, especially if our Motor Voter provisions, it's not an issue for the ISRA to tackle. Are they just doing such a bang-up job at gun rights in Illinois that there's nothing left to do and now they're bored?

IF Pearson really thinks it's a good idea to get the ISRA involved, it ought to be on the vote-fraud grounds. Making up issues out of whole cloth is only going to get us into trouble with fence sitters. When you don't have time to sort through the issue and aren't all that interested, but you find out one side is lying to you, most people make a decision based solely on that discovery.

Interestingly, Gov. Blago has thrown his support behind this idea, and he too felt it necessary to say that he would not support FOID cards for illegals. The part that interested me was that on the local radio news last night, they said that Blago had said he "didn't want illegal aliens to be able to carry guns." This morning, they said he "doesn't want illegal aliens to get FOID cards."
Now, those are two very different things, so the question is, how accurate was the quote last night? Clearly, either Blago or the reporter believes that Illinois citizens can carry guns, possibly that the FOID card is a CCW license. Which one? I suspect it might be the reporter, actually. He's the programming director at the station, and his news director said on his opinion show not long ago that Illinois' gun laws were "ridiculous" because "something's wrong when anybody off the street can just walk into a gun shop and walk back out with a loaded gun a few minutes later, and it's totally legal."
I've been after him to retract and apologize for over a year now and finally gave up. No way is he going to correct that, even though it actually takes the average person about two months to get the FOID card, purchase the gun and wait out the waiting period.



Another thing to remember is that the State Police are apparently not checking Social Security Numbers to establish identity anyway. I've told the story of my friend here before. In short, his name is Scott Lynn Stewart. I helped him apply for a FOID and after 6 months he called me to ask how long it should take. Well, it should be 6-8 weeks, so we called the ISP. They told him his application had been denied because he had outstanding warrants for selling methamphetamine, but no attempt had been made to contact him. Because the drug dealer was from Rockford, it was assumed that the Jacksonville address Scott gave was a fake. It was not checked.
It turned out that a Scott Walter Stewart was the drug dealer in question. He was quite a bit older than us and, of course, the Social Security number wasn't even close. They simply hadn't checked.
Scott had his license within a week along with a handy lesson on government.

I agree that the ISRA is not the greatest RKBA org out there( I am no longer a member) but dont you think that we should show a little unity here seeing is that Blago and Daley could pass legislation at any time that would take away virtually every gun that we own? It was my understanding that the ISP checks FOID application addresses w/state ID addresses, the situation with your friend I think is unusual but no one is saying that the state gov. is efficient in anything. I just feel that it would make it easier for someone to get a FOID card in Illinois. Why anyone would want to go thru the trouble of getting one, if they were a criminal, is beyond me. I am sure that there are easier ways to obtain weapons, other than thru the state of Ill.
 
I try to build/show unity where I can. Believe me, the current fragmented mess of competing, snarlingly fratricidal organizations in Illinois is not my idea of a good situation or a good approach to RKBA.

However, this kind of thing is silly. It's as silly as the ridiculous campaign Pearson and the board ran against the so-called "Vision Team." It's as silly as putting out fake press releases claiming to be the ICHV just because ISRA managed to register ICHV's domain name.

It MIGHT make it a little easier for an illegal to get a FOID card, but as has been pointed out enough times, the FOID card is unconstitutional and unnecessary anyway. It will NOT make it easier for an illegal to get a gun, much less "flood the streets with gang members and Al Qaida!" The ISRA is grabbing headlines at the expense of its credibility.

If you really think the example of my friend is that unusual, let me regale you with another tale some of you have heard before. It is the tale of the Time Some Idiot Threatened to Arrest My Dad:

See, dad had a gun shop back then (Gwinn's Guns & Tackle.) One day, dad got a call from a Macoupin County Deputy Sheriff. The Deppity asked dad if a certain fellow, we'll call him Johnny, had been to the shop attempting to sell any used firearms in the recent past. Dad, ever the soul of helpfulness and eager to help the law, volunteered: "Well, no, I don't think so . . . . . but I did sell him a revolver three days ago."

Well, the Deppity hit the roof. "You WHAT? You can't sell him a gun, he's a felon! You're in a lot of trouble! You're going to jail!"
Etc, etc., etc. and so forth in much the same vein.
When he had run a bit low on wind, dad informed him that there hadn't been much he could do. Johnny had walked in with cash, plunked down his valid FOID card, and passed the NICS check. He had even waited the requisite three days before coming back to pick up his new revolver.

In the end, of course, Dad was vindicated. Johnny had gotten a real FOID card by giving a different middle name (the same method, actually, that unintentionally worked for my friend Scott.)

So how, you might ask, was poor Johnny caught by the long arm of the law? Well, you see, Johnny chose a poor target. He attempted a daylight burglary of the home of a Macoupin County Sheriff's Deppity in Carlinville, IL. Carlinville is the county seat. That day, in fact, the county seat was hosting a large law enforcement seminar at which fully three hundred deppities and ossifers from various corners of Illinois had congregated to learn the newest techniques of report filing and donut-eating. When the call went out that a burglary was in progress at 555 W. East St., one of the deppities shot to his feet and exclaimed "that's my effing house!"

About 80 deppities and ossifers jumped into vehicles and converged upon the cozy and charming house, much to the astonishment and chagrin of poor Johnny.
 
A driver's license or state ID does not entitle anyone to a FOID.

An applicant still has to truthfully answer these questions.

Nobody would knowingly make a false statement to a government agency-it would be wrong.

Illinois agencies are known worldwide for the accuracy of the records that they keep, and Chicago politicians are known for their honesty.

The whole FOID thing is a bad joke-it has nothing to do with crime or terrorism. It is simply a way for the bliss ninnies in this state to keep track of the gun owners so that they can more easily confiscate our firearms when the political climate is more favorable to them.

To this distant observer, it appears that the lack of an effective pro-gun organization in Illinois, coupled with the political influence of the Mayor of Chicago and his political machine, will likely result in this state being the last to allow CCW for honest citizens; and, baring some changes in this regard, this State may NEVER allow it.

It appears that the present leadership of ISRA is no true friend of Illinois gun owners and, lacking any apparent other effective pro-gun organizations in the State, Illinois gun owners will be doomed to the Status Quo, or worse, until there is a significant change.
