intratec /assault ban

I see on Gunbrokers they have Intratec tec 22's for sale Isn't this firearm on the 2013 assault gun ban because of th semi -auto /detachable mag /pistol grips/threaded barrel. I tried reading up on the gun ban info and It seem this would fall under it

You mean the gun ban bill that didn't even clear. The democratically controlled senate? The dead in the water gun ban bill?
If so, then yes, that gun was on that failed piece of legislation.

I live in Florida and have a brother in CT who has one He got form my older deceased brother, no transfer papers and is concerned about possessing and really concerned about registering it cause he don't have transfer papers. Can he ship it to me through a FFL to Florida.

Not sure about CT laws. Transferring the gun via FFL is no problem on your end, but it may on his end, though I doubt it. Outgoing, it shouldn't be a problem, but I'd have him check just in case.
