Iowa is soon shall issue!!!

Governor Chet Culver said today he’ll sign into law a bill that would set a statewide standard for issuing permits to Iowans who want to carry a concealed weapon. Under current law, Iowa’s 99 county sheriffs get to decide who can and cannot get a concealed weapons permit. The new law will require a permit to be issued, in nearly every case, if the applicant has taken safety courses and hasn’t been convicted of a felony.

During his stop in Mason City today, Culver said he wants to make sure it’s a fair process statewide for those who apply for a permit.

“I’m a strong supporter of the Second Amendment,” Culver said. “I think we have to level the playing field to make all of the rules universal in terms of concealed weapon permits in all 99 counties and I want to make sure that if people want a concealed weapon permit, and they are eligible for one, that they get one.”

Culver indicated he’ll sign the bill into law on Thursday.

Its really nice when a politician especially a governor actually helps the people of his state with such common sense thinking...That sounds like great news to me...
 
Don't be so quick to give Culver praise....he's been a disaster as Governor, up for re-election this fall and is signing this to garner votes from the independents and conservatives. I think we could have gotten a better bill later, but something is better than nothing....we'll take it.
 
I want to make a full retraction of my previous post then...shoulda known better than to say something nice about a damn vote gettin politician... good luck anyway Iowa
 
This is the best bill we are going to get, have you read it yet? Dam good bill, but if you want to wait for some possible rights later then be my guest. Ill take mine now

Isn't that the truth, I know of a lot of county sheriffs here that will only issue CCW permits when it's reelection time. Try to get one any other time and they'll deny you. It'll be so great when Iowa is finally shall-issue. I think thursday is the deadline for it though.

Too bad (IIRC) it doesn't go into effect until the end of the year, but sure will make a great holiday present for you guys!

Governor Culver did, in fact, sign this bill at 0932 on Thursday, 4/29/10. The reason for the delay (the law doesn't become effective until 1/1/11) is that the Department of Public Safety, at a time of diminished resources, must undertake a complete re-write of the Administrative Rules governing permit issuance.

That, combined with the education necessary to bring all law enforcement officers up to speed on this sea change in an age-old system, necessitated the slight delay. After waiting since 1913 for the end of our "Jim Crow" permit issuance law, these next eight months will seem to take forever, but will undoubtedly pass quickly.

Finally, Iowa is on the map as a "Shall Issue" state! Thanks to all who joined us in contacting the political leadership and Governor Culver, who has said it was the massive email, snail mail, and telephone contact campaign (we outnumbered the anti messages 10-1) that convinced him to sign this bill. Thanks again, and please come visit Iowa next year!
 
Congrats from a former Iowan, I will be pleased to visit again now that I don't have to deal with those lame gun laws of old.

Accually I have never found the Iowa law lame as I have been a CCW holder for over 37 years in Jackson County (a shall issue county) than required a one time class, not one every 5 years. Beings retired Army I have tons of firearms experiance. Only problem I see is how fast Iowa gets the new system into action. It could take a lot of time to get everyone retrained and the new permit holders trained.
They have no system yet....no fees for training. or guidelines..just the $50 for 5 years.

I got my first Iowa permit in 1979 back when you could still have one at 18. When I moved and became a non res. the laws became pretty dam lame especially considering the laws in my new home states in the west.
 
Yep, Iowa has finally figured out what Michigan realized almost a decade ago: "shall issue" is a great way to bring in additional revenues to the state coffers. Now you are allowed to pay for the privilege of exercising your 2A rights. :rolleyes:
