Not according to the state attorney general. The opinion used to be on his website but I don't know if it still is.
Basically the situation is this-'public gathering' is not defined by statute and the language of that part of the concealed carry law is very vague, to say the least. Law enforcement is confused by it. Private citizens are confused by it. An arrest will be made and then the courts will say that's not a public gathering.
