Is data for hollow-based wadcutters interchangeable with double-ended wadcutters?

I'd think the lack of a hollow cavity would increase pressure, but yet most DEWCs seem to have crimp grooves that would suggest that they are not seated flush with the case mouth like HBWCs, so maybe pressures would be the same?
 
Published loads for wadcutters are so far below the upper pressure levels, they are not much of a concern when switching bullet types. You can use HBWC data for DEWC without any danger, but the DEWC will also work well with pressures a lot higher than the limits of a HBWC. HBWC has a much lower limit because the bullet skirt fails to perform as intended when loaded too warm, which is a limitation you do not have with the DEWC.

You are correct in that the lack of a hollow base or deeper seating would increase pressure, but the charges listed with those loads are all still way below max standard 38spl.

That is putting it mildly.

When HBWC are loaded too hot, one runs the risk of blowing off the skirt and it gets lodged in the barrel.
 
Pressure will be a bit more with the DEWC seated to the same depth in the case, but it takes more pressure to get the DEWC out of the barrel. Be careful using very light HBWC data with the DEWC as it could stick a bullet. As posted, you have to use HBWC data only with the HBWC as too much pressure can blow the front out.
 
I may or moy not have been wrong in assuming the OP was looking to load DEWC with HBWC data, and not the other way around, as that is most of the data that is available. There are a few sources that list wadcutters with a flat base, like BBWC (bevel base) and BNWC (button nose) which are closer to the DEWC.
