I know the minimum length is 26" for a shotgun, but i recently purchased an ATI collapsable stock and when fully collapsed my shotgun falls short of the minimum. s this still considered illegal even though when the stock is fully expanded it exceeds the minimum?

ATF measures with the stock extended for OAL.
 
Federally, it's ok.

However, I must caution you that state laws vary wildly and also need to be checked.
 
What type of shotgun is it? I don't know of any common pumps or autos that are shorter than 26" with an 18" (legal minimum) barrel. It may be legal, but I would carry some documentation showing so with you when you are using or transporting it. You are asking the question, and you probably know more about firearm laws than the average LEO.
