Is it the gun or am I just a crappy shot?

I've experienced this with two rifles now, my CETME and my Mosin. Shooting at 30yds from a bench with a rest I get pretty tight groups, like 1". At 100yds you'd think it would go to maybe 3" but it's more like 8" with fliers going even wider. Both rifles are scoped. Admittedly I haven't had that much practice but when I put the crosshairs on the bulls eye they don't move as I squeeze the trigger and I let the shot "surprise" me so I don't jerk the gun. I try to control my breathing also. So it seems like I'm doing everything right but who knows. I first experienced this with my Mosin and thought maybe it was the surplus ammo I was using so I tried some Winchester with the same results. I use South African surplus in the CETME.

All you have changed is your position - not the gun, ammo, or conditions. It's you, baby! :D

8" at 100 yards, unsupported offhand, is actually not bad shooting. Few people can keep all their shots in 6" at 100 yards freestyle.

This makes me think that you're not watching your reticle very carefully. The reticle should be in constant motion, all throughout the shot.

All I can say is practice. Also, do a lot of dryfire.

Practice your breathing while dry-firing the rifle. Every time I pull the trigger on a bench I am exhaling a large breath very slowly. It helps me not think about recoil wich helps any flinching, and I don't shake like I have parkinsons. It may not help everybody, but it cut my groups in half.
 
This is all from a bench-rest, right?

1" at 30 yards does not necessarily equate to 3 1/3" at 100 yards. If a bullet isn't stable for whatever reason, this will typically manifest itself in a non-linear manner on the targe, which appears to be what you're seeing.

Grab a buddy, have him shoot the gun and see if the result is the same.

since you have 2 guns doing this i'd have to vote you.
however i had a sako .270 that would do this to me, at 50 yards 70% of shots stayed inside 1" at 100 yards looked like a shot gun pattern, figured that the bbl. was at the end of its useful life or maybe previous owner had shot to many heavy reloads out of it.
 
Find someone who is experianced and can shoot reasonably well. Give guns to him(not for long, no need to give me the evil eye :D) and see what he thinks.
 
I'm gonna have to add my vote to those who say it's you.

At 30 yards with a scoped Mosin you should be able to almost make single holes. The CETME - well - who knows.

OTOH...

I didn't notice you saying that you were shooting offhand at 100 yards so if you're still benched when shooting at that range and you're sure you're staying on the bull I can see the CETME opening up to 8" so you may just have a crappy CETME (are there any good ones out there).

Have you checked the bore and chamber on the mosin? Some of 'em are pretty bad. I can imagine 1" at 30 yards and 8" at 100 if you've got one with a worn bore or an eroded chamber or worse - both.
 
There are 2 ways to determine whether its you.

1. Have another shooter shoot the rifles. Someone who you knwo is a good shot. Already suggested.

2. Shoot the rifles from a vise or shooters' bench rest. If the rifles shoot like that from a vise, you know its not you, its them.

2 is more certain.

Ummmm....Yeah, there are good ones out there.

Here you go. 3 shots, 80 yards, using the 200 meter sight so the hits are about 3.5" high, but you can't argue with the group sizing. This is with surplus ammo, prone supported, and iron sights.

i have the same problem with my mausers. at 25 yards i get 1 inch groups. at 50 its like 6 inches. and at 100, well, last weekend i dont think i was even hitting paper most of the time.

for me, part of the problem is ammo-related. right now all i've got cheap access to is the turkish stuff, and given that it ranges from mild to super-duper-califragilistic-hot, its driving my bullets 6 inches to the left and four inches high. (this is with the k98, the m48a doesnt throw them quite that far off from POA).

i think i'm going to buy a couple boxes of new stuff and see where my shots go.

now, this is benched, over irong sights. i got a boost of confidence when WA handed me five rounds to put through his swede sniper, with a 3x scope. i got a 1 inch group at 100, 3 of them touching. i wonder sometimes if i just can't get good sight pictures over those mauser irons.
the best i've ever gotten over irons at 100 is 6 inches (3 inches at 50) with romanian surplus.
