Is the South Gun-Friendly?

The reason no one has pushed for Alabama to become a shall-issue state is because no sheriff denies any permits. We are only may-issue on the books, not in practice. I think the most expensive permit here (it varies by county) is $20 a year. No silly classes, no registration. There is a state pistol purchase form on the books that few shops still follow. It is supposed to be sent in to the AG and sheriff and mess but I think most stopped requiring it in 1998 or so.

Very Interseting thread!

I grew up in Chattanoga, TN , and my experience was that the culture of the South was (and I hope is) very gun friendly. I really did not know anything about the laws at the time, but many of my high school friends and I had a shotgun or a rifle in our trucks to head for the woods right after school. Legal? No, but it was definitely winked at and ignored.

But they do put silly restrictions on the back of the permits that state law does not allow and then use the "may issue" system to enforce the restrictions. You cannot be arrested for carrying in a place listed on the back of the permit, but the Sheriff can revoke your license.

Hmm. My Alabama CCW permit doesn't have any restrictions. Just a translucent picture of a gun and my chickenscratch signature.

It would not surprise me if that is going on. After a discussion with a friend in AL about the off-limits places, I have begun to suspect this practice. If it is in fact going on, someone needs to sue to stop it. While "may-issue" is the law of the state, revoking a permit for violating restrictions contrary to state pre-emption would be illegal.
