Doesn't one of the activism sites allow you to fax a letter to your representatives? I could have sworn I used to fill out a form to fax a letter at GOA, NRA or something.

I did find this page which allows you to have a western union letter hand delivered to your representatives office. It's not free, but it is another option. I just used it to send a letter to Senators Dole and Edwards RE the AWB.

(Find your rep.'s page, then click "send a message". Email, Print to mail and Hand delivered will be the options when you send it)

I tried one of those free fax service deals and got a confirmation email a few WEEKS after I had it "sent." Wasn't the NRA one, but be careful with which one you choose.

Are you set on fax? Most of the congress critters (senators and representatives alike) have web sites that allow you to send messages to their highnesses. Log onto www.firstgov.com then click on "Legislative Branch" from the menu on the left side of the screen. From there you can choose your state and send messages to your senators and representative.

The way I figure, they get tons of emails(and probably a lot of SPAM) because it's so easy. I'm sure most gets ignored. Snail mail is supposedly ineffective because they are concerned with chemical and bio agents. I usually both email and snail mail a message, it seems to me that FAX is the best way to go, especially as a third.
