Which is silly. A normal pressure cooker only allows the pressure to build up to 2 atmospheres. Adding 15 psi to your explosive device would make no noticeable difference.
A small capacity pressure cooker is fine if only one or two people come over for dinner. But what if 8-10 people come over? Are you really supposed to reload a smaller pressure cooker multiple times so everyone can eat?
What if they had several low capacity pressure cookers? They could still feed a lot of people in a short time.
