Ok when I tighten up the sideplate screw that hold the cylinder piece the cylinder just spins freely. I then just back out the screw and everything works fine. I hate the thought of having to leave a screw in the sideplate loose so the revolver functions.
Any fixes for this please let me know

The Rossie is a copy of a S&W DA revolver, and the internal lock-work is almost identical.
With that said, the front side-plate screw does nothing that would have any bearing on the bolt not locking.

The only thing I can think of would be a speck of dirt or unburned powder laying between the bolt & frame or side-plate and getting squeezed tight under the side-plate when the screw is tight.

I'd go ahead and take the side-plate off and clean & lube everything real well.
Disassembly would be identical to a S&W revolver.

See this about that:

Thanks for your help! I took the sideplate off and cleaned it up didn't help. I then put one of the longer screws from the sideplate in it and it works great now.
I know that seems like it wouldn't work but it did so I'm happy.
I traded a c9 hipoint for it that I had for years. I just never liked that gun.
Thanks for your help I really do appreciate it.

Hers a pic she's pretty rough but I guess I could put a new finish on it.
