Guys I have a kabar model 1229 I was given by my father's friend about 11 years ago. While cleaning out the attic my mother found it and regave it to me. Now I know it ain't worth much dollar wise but it was my first fixed blade knife I skinned a buck with. Problem is the blade doesn't hold an edge well and is very dull I'd like to get it back to working order. First what can I do to get it back to skinning shape I've tried an Arkansas stone but it just ain't coming along. 2nd can anyone tell me a good place for a replacement sheath?

Yep. Lansky. Almost fool proof and produces very refined edges. Strop afterward and you can shave facial hair.
 
Take it to the local sharpener that sharpens surgical instruments and have them restore the edge then maintain it afterwards.
 
Many people have trouble restoring an edge (called reprofiling). Hence, HSO's suggestion is a good one. Once you get the new edge established, use the lansky or similar sharperner to maintain the edge. Just don't allow it to get too dull between sharpenings. I generally prefer stones for sharpening followed by stropping if I want a razor edge.
