As registered voters, who have lived in Topeka for the past 8 years, my wife and I ask for your consideration and support of The Personal and Family Protection Act; Licensing to Carry Concealed Firearms, HB 2798, which was introduced in the Kansas House on February 10, 2004, by Representative Candy Ruff and a host of Co-sponsors.
This Bill was referred to the House Federal and State Affairs Committee and is scheduled for Hearings on Wed., 2/18/04 (opponents) and Thurs., 2/19/04 (proponents) at 1:30 pm, in Rm 313-S.
My wife and I both feel that the time has come to allow law abiding Kansas Citizens the lawful means of self protection.
As a Professional Engineer having served in public service for nearly 40 years, I take personal responsibility and compliance with the Law very seriously. In my younger days, I served for 13 years as a Commissioned Police Reserve Officer in a Major Mid-Western City. I am fully aware that it is most often physically impossible for the police to arrive in time to protect individuals from criminal acts and indeed the Courts have said that the police have no such responsibility...That personal protection is an individual responsibility.
Kansas remains one of only four states in the nation that continues to deny the means of personal protection to it's law abiding citizens. It's time we change that.
We will be following this matter, in the Kansas Legislature very closely. My wife and I ask you to join Rep. Candy Ruff, Senator Phil Journey and others to support this legislation.
