this outfit has set up in Texas and other places claiming to process digital finger prints for various applications including CHL. The Texas DPS CHL site lists them under their previous name causing many people to believe they are legitimate. Here's an example of the time wasted trying to deal with them:

The L-1 Identity Solutions Office (digital finger print place) here
in Waco seems to be hit and miss. I went by their office this
afternoon and it was closed. I had just decided I would check them
out without an appointment. There was a lady waiting in the hallway
that had a scheduled appointment. As it turned out it was her third
scheduled appointment that no one had bothered to show up for...
Man, was she was pissed! Anyway.... This lady called the 800
number (listed on the door) on her cell phone and let them have
it!!! She scheduled another appointment for tomorrow. This lady is
a new realtor and is required to submit the digital finger prints
deal for her license. What a pisser! The folks in the office
across the hall said it happens all the time and that there have
been a number of angry people that whole morning and yesterday and
several other days... according to them. So! Look out! I hope you
had a better experience if you chose that route.
I decided to go to the Waco PD.....
I sent this to TX/DPS asking them to remove reference to this service from their web site.
