The law now allows that nobody who has renewed twice has to take the refresher course more than once in a ten year period
On the third license renewal, you don't have to take the 4 hour refresher course and range demo. At the instructor recertification school, they told us that eligible people would be "pulled" by the computer and ostensibly informed.
This was not true.

Most eligible applicants do not know the law has changed and are payng for unnecessary courses. DPS wants people to call them to find out if they are eligible to skip the renewal session but they are not answering their telephones or responding to e-mail.
After several days of serial calling, this applicant managed to get them to pick up :

"Talked to DPS today finally. After inquiring about refresher course, they requested my CHL # and said I would not need course. Just return application without certificate. As for fingerprints from L-1 they said L-1 would provide a print out to be sent with application. Bottom line that I could determine is if you don't know about exemption they will not notify you and prints will not be electronic transferred"
the L1/FAST fingerprint service is actually advertised on the DPS site. We haven't been able to find any evidence that the service actually exists. Last year I attempted to make an appointment with them but it did not register with their system. Some of their literature suggests that they electronically transfer the prints to DPS but it appears that DPS is denying this. The announcement of it did result in the local sheriff's department deciding to stop providing prints as a public service.
