The Department of Justice proposes to amend Sections 968.44 and 968.46 of Division 1, Title 11 of the California Code of Regulations (CCR) regarding handgun chamber load indicators and magazine disconnect mechanisms after considering all comments, objections, and recommendations regarding the proposed action.

PUBLIC HEARING
The DOJ will hold a public hearing at 10:00 a.m. on Tuesday, May 24, 2005 for the purpose of receiving public comments regarding the proposed regulatory action. The hearing will be held in a wheelchair-accessible room in the EDD/Sacramento Works Mark Sanders Complex located at 2901 50th Street, Sacramento, California. At the hearing, any person may present oral or written comments regarding the proposed regulatory action. The Department requests, but does not require, that persons who make oral comments also submit a written copy of their testimony at the hearing.

WRITTEN COMMENT PERIOD
Any interested person, or his or her authorized representative, may submit written comments relevant to the proposed regulatory action to the Department. The written comment period closes at 5:00 p.m. on May 24, 2005. Only comments received at the Department offices by that time will be considered. Please submit written comments to:

THE LAW:

(c)(1) Commencing January 1, 2006, the DOJ-Certified Laboratory may conduct the required
testing of a center-fire semiautomatic pistol only after ascertaining the firearm has a functioning chamber
indicator or a functioning magazine disconnect mechanism.

(2) Commencing January 1, 2007, the DOJ-Certified Laboratory may conduct the required
testing of a center-fire semiautomatic pistol which accepts a detachable magazine only after ascertaining
firearm has both a functioning chamber load indicator and a functioning magazine disconnect

Hello.

I would like to take a moment to state my view on the
proposed weapon laws:

1. Criminals who commit crimes with weapons will
continue to do so in complete disregard of the law.
They don't care about magazine disconnectors and
loaded chamber indicators.

2. Proper firearms instruction includes one of the
Four Rules of Gun Safety: Treat every gun as it is
loaded. You don't need an indicator, you act like it
is loaded and ready to fire, even if it isn't.

3. All this legislation does is a)irrate the gun
owners who have no intention of committing crimes, b)
add to the worthless legislation that already exists
c) try to compensate for the inadeqacy and
irresponsibility of incompetent gun owners d) do
nothing to criminals or help improve safe gun
handling.

4. Rather than dump money into stripping the
freedom-loving, innocent people who wish to protect
themselves from illicit harm by means of the most
effective weapons to date, guns, why not legislate
laws against criminals? After all, they are the ones
that do the real damage, not the legal gun-owners.

5. Encourage more crime and inhibit the law-abiding
from reasonable means of self-protection.

Hope you consider the above, considering most emails
sent are never replied too...
