Well - isn't the big claim to fame of the 1911 design the ability to carry it "cocked & locked". So as long as you don't thumb the safety off, you're perfectly safe regardless of where your trigger finger is.
Besides, as I recall the movie, the hero could draw those things from under a coat and drill about 15 gangsters before they could even get their guns drawn. So I suppose it would be something of an advantage to pull them with finger on triggers.
I expect this rig is really more of a movie prop than practical gun carry attire. But, who know - perhaps it might appeal to some. And no doubt about it - the coolest looking rig for carrying a pair of 45's.
The trigger cut-away seems to be "feature" of several old-fashioned hoster designs. Seems like it would make more sense with revolvers, but what do I know.
There was a Texas Ranger named "Lone Wolf" Gonzales during the 20's who carried a pair of 1911's with the trigger guards removed,trigger shoes added, and the safeties deactivated.
His leather consisted of two holsters with exposed triggers.
He was involved in many gunfights in the East Texas oil boom and killed several men without getting a scratch. He was a gunfighter who used 1911's the way earlier gunmen used peacemakers. His setup was for raw speed from the leather.
Point: It all depends upon the use of the leather as to how it should be set up as well as personal taste.

You are correct. It has been several years since I was in the museum. Gonzales was from Spain and he was a "dandy". He always wore fancy suits and hand tooled leather rigs.
