Latest gun control bill

Having only read this in a skimming fashion but, knowing about a small amount of the firearms laws already on the books, the only addition, or change I noticed was the inclusion of the universal background check. Is there something else even worse than that I don't see?
 
As proposed (in this version), the "universal background check" would involve a two-stage transaction: a transfer to an FFL (who would take possession of the gun, including logging it into his "bound book"), and then the transfer to the buyer, with the filling out of a Form 4473 and a NICS check. If for some reason the second transfer was delayed or denied, the dealer would be left in possession of the gun, with no provision for the original owner to get it back without himself going through the 4473 and NICS check. (Every transfer or attempted transfer would thus result in a permanent record.) The Attorney General would have the authority to set the fees that would be charged by the FFLs for this "service," with no specified limits. Certainly, this system is ripe for all kinds of abuses.

There's no way this plan could get the required 60 votes in the Senate. If not drastically amended, this version of the UBC is the "poison pill" that will sink the whole bill. Reid knows this. If he's against any gun legislation passing, he's playing a very clever game. By including this version of the UBC in the base bill, he's making sure the whole thing won't get past the threatened "silent filibuster."
