least expensive all metal stainless 9mm

One of the very best 9MM values today is the Beretta Cougar that is now imported by Stoeger. It's not available in stainless but you will not find a better handgun for the money. NIB in my area is $369 for black. It's quality, performance & reliability is on par with the CZ 75B & Beretta 92FS. I own all three & have never had any failure with any of them. 1000's & 1000's of rds fired. The Cougar is one of the most impressive handguns I've ever had, at twice the price it would be a good value, for $369 it's a unbelievable steal.
 
Locally, the CZ-75B Stainless sells for on the other side of six and a half Franklins, which is a $100-$150 upgrade over the cost of a regular CZ-75B. I love my CZs and they are my EDC, but they are no longer the bargains that they used to be.

The Bersa MiniThunder Stainless 9mm (not the UltraCompact polymer) will be the least expensive option, selling at around $350 or so. I have never owned one, but I have not yet met many folk that have that also felt poorly for having made the purchase. It's a solid option, especially for folk with average to smaller-than-average hands.

The Taurus PT92 is the second least expensive that I know of (selling for $450 or so). I have owned several, and they are fine reliable pistols that ought not be confused with the hit-or-miss reputation of the later Taurus-designed semiautos. Other than a heavy trigger, they will likely prove highly satisfying if the large grip frame fits your hand.

I would probably favor a used Ruger P89 or S&W 3rd Gen stainless if I was really stuck to a $300 price point, but that's just me. I recently picked up a very clean P89 MKII stainless for $225 out the door, and there is no doubt in my mind that it has easily got the lifespan of a new Bersa or Taurus left in it, even as a used gun.
 
Personally it would be a tossup between the CZ-75 and the 3rd generation S&W 5906. I have and shoot both. Both are extremely reliable and rugged with a slight edge in term of ruggedness to the S&W with it's all metal construction (I believe the triggers on the new CZ-75's are polymer).
