Least expensive CCW/CHL for a Texan to get (which is valid in TX)? Poverty discount?

Okay, packing.org appears to be down, and has been running a bit out of date.

I'm asking on behalf of one of the UT Rifle and Pistol Club students who's looking in to getting his permit.

Rather than spend $140 on permit costs and $50-100 on the mandatory CHL class, can a Texan get a mail-order out-of-state non-resident permit which is recognized in Texas?

Or does Texas have a "Texans must have a TX permit to carry concealed" caveat?

This UT kid is a great shooter, wants a CHL, but is pretty short on cash. If the out-of-state non-res permit isn't possible, what qualifications does he need to meet to get the "Indigent Texan" discount? IIRC correctly, there's some sort of discount for veterans, seniors, and "indigent" Texas. Or am I totally off here?

If anyone is interested from the UT Rifle & Pistol Club I charge $95 per student and it is done in one day (usually a Saturday or Sunday).

If you get a group together I can probably discount the rate as well.
 
Texas Government Code § 411.194. REDUCTION OF FEES DUE TO INDIGENCY.
(a) Notwithstanding any other provision of this subchapter, the department shall reduce by 50 percent any fee required for the issuance of an original, duplicate, modified, or renewed license under this subchapter if the department determines that the applicant is indigent.
(b) The department shall require an applicant requesting a reduction of a fee to submit proof of indigency with the application materials.
(c) For purposes of this section, an applicant is indigent if the applicant's income is not more than 100 percent of the applicable income level established by the federal poverty guidelines.
 
Try living in California for a while. You'll very quickly come to the conclusion that you'd pay any amount to be able to carry.

$10,000 wouldn't be enough for me to get a CCW here. I'd giggle with delight at being able to pay $240
 
lol...sorry for the double post...I asked the same thing in the "cheap CHL" thread last night.

I'm going to look into the poverty discount, but my big problem so far seems to be that they require tax information. At the moment, I live pretty much entirely off of cash from odd-jobs that I do and my loans/grants from school....none of which are taxable, so I dont really have any returns to show them.

I'll look further into that and see if theres another way to provide proof.
