LEE Collet Neck Sizer vs Full Length Sizer dies

So if I'm reading the LEE page correctly if I buy brand new factory ammo and fire it in say a mini-14 those spent cases I can de-prime using the collect neck sizer IF AND ONLY IF I plan on reloading them again and shooting them from the same mini-14 again, right?

Otherwise if I plan on shooting them in say any other .223 rifle then I use the full length sizer right again?

Same concept for range brass pickup. Use the full length sizer the 1st time, then if I am going to use the same rifle for the reloads I can just use the collect neck sizer from then on.

Neck-sizing is only for bolt-actions and single shots.

Semi-Autos, Pumps, and Lever-action must be FL sized for 100% function, and safety reasons.

I always full length size my Semi Auto brass, and range pick up. For target shooting with my .223 bolt gun I neck size only. For Hunting with my belted magnum bolt guns I full length size, BUT I only push the Shoulder back about .002" so the round head spaces off the shoulder instead of the belt. This gives reliable chambering of the other rounds in the mag.
