I've been scouring through Title 18 and 26 all day trying to find this little tidbit of info but no luck.

I remember reading through some legal texts about a year ago regarding the NFA, specifically the '86 machine gun ban. I remember in those texts that the law was worded such that (obviously) everything after May 1986 was illegal for civilians to own unless (then it listed the exceptions). One of those exceptions was of course the government owning them but also the government granting special permission of sorts to an entity or person who had some kind of good cause or whatever to own one. Essentially, it amounted to the BATF's "knighting" of that person/entity to be one of the sacred few allowed to own new MGs. Does anyone else recall this? Can you help me locate the specific sections that list this?
