Are we sure that "licensed" means CCW-legal? People, especially in the press, use the term "licensed" to mean many things. In this case, it might just mean his gun was legally purchased.

From packing.org, it appears that Mass has a FID system, requireing a permit for mere possession of a firearm.

It's entirely possible that the guy was in possession of one of these, and was illegally carrying the firearm in a loaded/concealed state.
 
There are 2.5 things that a "valid handgun license" could be in this state:
Class B LTC: own handguns that hold ten rounds or less, must transport unloaded and locked.
Restricted Class A LTC : own any capacity handgun, carry only in compliance with restrictions. Common restrictions are things like "Hunting and Target".
Unrestricted Class A LTC: own any capacity handgun, carry concealed.
All require that same background check, training, etc.
 
Two problems here.

He could have purchased the gun and got a license before taking the medications for depression. If he got the meds from his Dr. without being admitted to the hospital he is still legal in carrying. If he was admitted to a psychiatric facility this would have been reported to authorities and his license revoked and his guns would have to have been removed either by family of by authorities.
Second I can see the attorneys defense now. It was the medication! It caused him to go beserk. I can tell you as a nurse working on a psychiatric floor. BULL!
 
DR, if I were a resident, who would decide which licence I qualify for or is it just a matter of me deciding for which I will apply?

You can apply for either although it makes no sense to apply for anything other than a Class A since the requirements are the same. Then it's up to the police chief. Non gun-friendly chiefs often add restrictions to a Class A or occasionally downgrade a license to Class B. More sensible chiefs do the opposite.

So the bad news is that which license you get is at the whim of your police chief. The good news is that, once you get away from Boston, the chiefs tend to be good guys who realize that legal gun owners are not the ones they need to worry about.
 
Thanks DR. Before VA became shall issue I know some people applied outside their town if the locals wouldn't issue. Maybe you could do that instead of being at the mercy of the local chief.
