How far up does the arm of your powder dispenser move? I am trying to get mine setup and if I make it go 95% or more of the way up it won't come back down... seems to me like that spring is pretty weak... I tried spraying some one shot cleaner/dry lube and it did nothing.
 
It should flow up and down smoothly. Did you completely clean prior to use? They suggest Hornady One Shot (which I did use) and it goes up and down without issues. The spring is definitely enough for it.
 
It should come back down even without the spring. Mine does. Did you completely disassemble it and clean off all of the oil? Hornady uses some pretty wicked stuff to inhibit rust while it's sitting on the shelf. That stuff has to be completely removed for proper operation. Hornady has some videos on their website that show you how to do it. You should have also gotten a DVD with the press (if you bought it new) that shows how to clean it. If it's not a cleaning issue then I would check for bent and/or binding linkage. Those two screws that hold the linkage to the rotor come awful close to rubbing.
 
It should full stroke up and down. For starter set the upper part so the arms are parallel with each other, horiz. This normally will get you in the ball park. From what you describe the upper clamp is too low on the dispenser body/thread.
 
The arm should easily move up and down. As already mentioned, make sure you completely cleaned all the powder measure componets. If you have followed the setup instructions, I suggest you call Hornady tech support on Monday for assistance.
 
ok i just recleaned the powder dispenser..... I have the arm going up all the way except for maybe the last 1/8th of an inch... it comes down a lot easier but it still doesn't come down sometimes... when I lower the ram real fast it will almost always come down but if I lower the ram real slow (which I like to do because I can feel if anything is wrong) it may not come down all the way
 
I find that find that if the linkage is even slightly twisted, that will cause the pin coming out of the drum to bind with the metal arm it rides in. I haven't found a fix for it yet, but I've thought about trying to Polish those pieces.
 
The spring supplied is not very weak. It may feel weak if your using the extended arms but it's not. Are you using the right one and not the one for the primer sled? It should be a black spring with around 1/16" dia wire. The primer sled is a smaller spring that has a cad coating on it.

Are you using any lube on the down drop tube that screws into the powder dispenser? If this is dry and maybe a burr it can cause sticking. It does not hurt to put some grease at the very top. This will prevent binding and make it slide a little easier. I had problem with my drop tube coming loose and had to really crank down on it. Depending on how you do this make sure you do not leave any marks on the tube.

If your within a 1/8" of full stroke you should be fine. You may still off just a tad on the placement of the clamp that goes around the dispenser's threads. Generally if you rotate the arm up (using the pin sticking out) does the 2 bars align up when horz? This is stated in the manual but is hard to understand it's importance. If these are horz just screw the die into the bushing a little more.

The best way to lube the cylinder is with graphite. The powder will do it over time but graphite will lube it quicker. Once coated do not clean it off or use spray lubes/cleaners on it.

btw, what caliber are you setting up for?
 
i will check everything stated... I lubed/cleaned the tube with one shot cleaner/dry lube....

i am setting it up for 45 colt...
