load development methodology

I have a copy of the April 2010 magazine with the article "Handloading the +p .44 magnum". What I'm still very unclear on is the methodology used to develop these loads. The author says "use them exactly as specified". I would think I need to work up? For example, I shoot 24.0 grains of H-110 with a montana gold 240 gr jsp and it's definitely warm but manageable and I have no hand pain after 100 rounds. Fatigue - yes, pain -no. BUT he shows a max load of 24 grains with a 300 grain bullet. I may be naive but my hand is a little sore just thinking about that.
Comments? I'd especially like to know if anybody has used Pearce's suggested loadings. I am considering using them in my redhawk.
 
related to the methodology point does anyone do any form of repeatable pressure testing? Just a chrono won't tell you if you're approaching dangerous levels. He did mention that he consulted with Ruger and I believe alluded to pressure measurements but I need to go read it again in case I missed "how" he measured pressure
