I am looking for a good yet inexpensive side-by-side with a 20in or < barrel. It must have cocking hammers for the nostalgia.

CZ make a very nice one called the Hammer Coach. Occasionally you can find a Rossi Overland at a decent price. Norinco and Baikal both imported robust hammer guns.
 
Baikal seem to have a cult following. They are produced by one of the leading Russian arms manufacturers, and are currently marketed by EAA corp: http://www.eaacorp.com/


Stoeger also makes some too, but they have been known to have some lemons, the fit and finish will more likely be better though, although both are good.

I'd avoid the Century Arms offerings, I don't know that much about Norinco.
 
I own a stoeger double defense very nice little shotgun I would reccomend it highly I would have to agree with spec ops grunt about century arms I own one of their aks and it is a total heap inaccurate and heats up super bad plus the assembly of the gun was all messed up bought it new in sealed box cleaned out the barrel and the gun kept (what felt like safety engaging) but actually turned out to be a piece of wood in the receiver so if that's any indication of their quality control there shoguns are crap also.
