.. order was issued from the Chief of Ordnance On Feb. 23, 1929 that was to affect the M1 Garand Rifle in .30 Caliber?

Feb. 23, 1929 was the Order from the Chief of Ordnance to canx. the M1 Garand in .30 cal and to build the Garand rifle in . 276 caliber.
