I am about out of WLR (Winchester Large Rifle) Primers.
I have a 1000 Winchester Magnum Rifle Primers.

Is it acceptable/safe to use Magnum primers in regular loads (IMR4895/.30-06 and IMR3031/.45-70)?

I understand that If I try this I need to start at the bottom powder weight and work up again. I am just wondering if the pressure spike from the hotter primers will be excessive.
 
It's both acceptable and safe. In fact, for cartridges the size of the 45-70 and 30/06, I don't even decrease the load (provided the load isn't in the maximum safe pressure range already). In those instances in which I've done this, accuracy usually isn't affected or is effected negatively. In the case of a 357 Herrett I load for, accuracy is improved with the large rifle magnum primers.
