Makarov...absolutely. For the money, you cant beat it. I picked up a Bulgarian Makarov in November at a gun show for $260, unissued with 2 mags (and holster + cleaning rod + lanyard + black grips, but that stuff got thrown in a drawer somewhere). Absolutely dependable and ammo is cheap enough to practice a lot. Buy one, and shoot, shoot, shoot...
 
I Had a Bersa 380 and a Makarov. Sold the Bersa and still have the Mak. The Bersa was a $199 gun at the time and worth every penny of it, but now the price has increased so much and I don't think it worth it. Bersa bolt is relatively soft. You can feel it is soft when you polish it. Bersa is a better looker for sure.
 
I like commie guns, but if your goal is concealed carry the Bersa in its CC configuration is very hard to beat - it carries more rounds than the Ruger LCP and with it I can consistently hit a 6" target at 15 yards. It is thin enough to be a real pocket pistol and just light enough that it doesn't drag on your trousers too much.

The trigger is OK, I don't mind a heavy DA on the first pull for a carry pistol - but it does take some getting used to. Follow up shots are pretty light. It also has the largest variety of safeties I've ever seen on a pistol - more of a minus for me, but at least it offers different options.
 
Which makarov
or are you speaking of the PM, the Makarov, and those licensed copies there of?

For the money, the 64 is a beauty, well a small beast, but the 82 is a wonder to shoot, just not disassemble
