From what most people I have asked about them say, they all work, but the E. German ones are the best. Others will likely have better info. On my short list to buy.
 
Be aware that all 9x18 pistol cartridges work in all 9x18 9mm guns.

However, only Makarovs made in East Germany, Bulgaria, Russia and China deserve the "Makarov" name.

Having said that, the general rule is that East German Makarovs are the most respected (fit and finish) followed closely by the Chinese, Bulgarians and Russians.

Other pistols chambered in the 9x18 cartridge are second best in terms of build quality and longevity. The Polish Makarov is, like the aformentioned, all steel and highly regarded, even though it's not the same design.

Check out Makarov.com - there's great info on the different pistols. Personally, I wouldn't shoot an East German or Chinese mak unless they were beat up. Those would be safe queens. I love my Bulgarian mak, and don't mind shooting the crap out of it...
 
The Bulgarians are the best value and an excellent choice. THe E.G. are again becoming collectables, and while they are the best in fit and finish, the Bulgies are just as good.
 
Makarovs have realllly gone up in price lately.

Hungarian Makarovs are still coming into the country, but they aren't exactly 'Makarovs'... sort of a different design.
