Maryland carry law

I live in Marlyland, Montgomery County and I know this states gun laws on CCW are about as tough as possible. yesterday at a CVS i saw a customer (not apparently leo, no badge present or other id) with a semi-auto pistol of some kind in a holster worn clearly to show he was carrying. most of the customers looked too shokced to say or do anything. he was not waving it around or doing anything that drew attenttion to him other than the gun. i was amazed in Montgomery county, heart of liberal east coast not a single person wipped out their personal protection devices (cell-phones) to call for help. they all put their eyes back in their heads and looked down at the floor. it looked like they were praying that this guy would not kill them. okay for those that are more familiar with maryland gun laws, what gives...what did i observe. was this some loophole in the law or someone that was looking to get arreste?
 
I can't say really what you saw; could've been a plainclothes cop or store security.

My take is that most bad guys don't wear holstered weapons, and although the customers didn't realize it, this is exactly what kept them from panicking.


Also, you'll be amazed to know that Maryland has roughly 35,000 ccw holders.

wow, no i did not know that....from what i read online mostly and word of mouth it looked like it was very difficult to get one. i really wanted one for a while, i work overnight as a pharmacist and would feel better with CCW, not for a robbery but for the crazies. you said that's what kept the customers from reacting, do u mean the holster? i kind of agree but dont know why. why did i not panic or anyone else?
 
It's one of those things that even the worst iteration of the "do-gooder" doesn't quite know what to do about--even if the guy was carrying when he shouldn't have been, most private citizens wouldn't have known what to do about it.

Probably was a security guard or off duty cop. The bad guys certainly don't carry where you can see it, for good reason.

Glad to see all the MD threads and the fact that MD as a RKBA battleground is recognized around here. If we can win here, we can win anywhere.
 
Most people, whether they realize it or not associate a holstered weapon with a law enforcement officer....at least here in MD where ccw is not common.

Even with 35,000 permits given, it is still extremely rare and difficult to get a permit. Ask Helmetcase; he's going through the process right now.

Actually, this may qualify you for a permit. Start the process with MSP if you have the time and money to do so.

i spoke to another pharmacist about it a while ago and he said he started the process but since we want a ccw for work we have to get the company we work for to okay the ccw. i know for sure that cvs of Rhode Island will not okay.
does the employer okaying being needed sound trued?
 
I'm not sure about having your employer ok it. It sounds like that would be none of MSP's business if you wanted to violate a company policy, but this is Maryland after all, so who knows?

so Helmetcase how far along in the process are you? any advice for someone starting to look into it seriously?

If you're employer gave you permission, you could carry within the curtilage of your job....without a permit.
 
Maryland population 5.6 million, in 2004

Of the 35,000 permits about 10,000 are suspended. Nothing bad but somebody who had a job that qualified is now in another line of work.

I know one guy that can carry as long as he is "on the job" he is a lawyer and gets email 24 7. As long as he is checking his email on his crackberry he is "on the job".
 
My CCW is limited to work and to and from work. Took 8 months and a good lawyer to get that.

This is after I held a permit for over a decade while working in MD's prison sytem. Retired as a Correctional Officer IV. (Lt).

During that time I was on the HRT, weapons squad of the Tactical Unit, spent 10 years instructing firearms and self defense.

My arrest record is limited to one in 1965 for disturbing the peace. It was a civil rights demonstration.

If I ever hit the Lottery, I'll fund MSI big time and turn my attorney loose on J Curran.

§ 4-203. Wearing, carrying, or transporting handgun.

(b) Exceptions.- This section does not prohibit:
...
(7) the wearing, carrying, or transporting of a handgun by a supervisory employee:
(i) in the course of employment;
(ii) within the confines of the business establishment in which the supervisory employee is employed; and
(iii) when so authorized by the owner or manager of the business establishment; or
...
 
Might also point out that Maryland's handgun carry and licensing laws function the same as Minnesota, Iowa, and Indiana: it's a "carry permit", not a "concealed carry permit"

Be prepared for the police to approach everything with the question "yeah, but what NEED do you have for this permit?" Focus your answers on addressing that question.

Forget whether or not you think you have a RKBA. The only thing that matters to the MD State Police is whether or not you can demonstrate a need to have it.

When I went for my interview, he asked why I had a VA permit. My initial answer, "because I can get one", was not acceptable. Hint: when they ask things like that, the appropriate response is "I need it for personal protection."

I was the victim of an armed robbery in 2004, which helps, and I live in the city. If you don't live in the city or carry cash frequently, good luck getting past the initial interview.
