So, then out of curiosity I found this:

and noticed that following 98 the years 98-99 and 99-2000 seem to have considerable jumps downward in violent crime. The trend stops there though and the decrease goes back to approximately the amount it was decreasing annually since 93.
I'm hard pressed to say that the decrease was due to the 98 Gun Control Act in Mass due to it not being sustainable..... but at the same time I don't know what it actually was due to.
Any ideas?
