Mauser build wont shoot

I have been fighting with a mauser build with a ParkerHale 308 heavy barrel. I have the action glass bedded to the stock and 1 inch under the barrel, the rest floated. I get two shots touching then a third, forth fifth in all directions. Tried differnt hand loads and always the same thing.

Should I try to bed further down the barrel channel for more support of the heavy barrel? Bed the whole way?

Mount and scope seem rock solid, muzzel crown is crisp and rifling great. Any ideas?

Check firing pin protrusion and tip condition. Irratic pin strikes can cause primer ignition problems.

Check headspace for the same reason above.

Slug the bore to make sure the barrel bore isn't bell mouthed at the muzzle end. If so, determine where it is tightest, cut and re-crown there.

Check barrel twist rate to make sure your bullets at your muzzle velocity match the twist rate.

Be aware that some barrels just cannot be made to shoot well.
 
Gradually unscrew the REAR guard screw and watch close for any tiny movement. That woud indicate a stressed bedding job.
That little ferrule that went around the '98 Mauser rear guard screw was there for a reason, early ancestor of modern pillar bedding. Does yours still have it?
