MD to PA legal question

I have an MD license. I plan on purchasing my first handgun, an XD9, maybe 45, in the coming weeks in MD. However, I am in school at Pittsburgh, and am here most of the year..There is nothing wrong with me, traveling with, and eventually storing the pistol in my place of residence; here in pittsburgh correct? Thanks for the help marylanders and specifically pennsylvania folk!
 
store it, as in I can have it on my property, in my house, and on my persons within the house.....fyi i plan on obtaining an non-resident FL permit, to carry here in PA
 
GHF, i dont have a PA license, thus I am not able to obtain a PA carry permit. I am of the understanding that allegheny county no longer issues non-res. permits as well, especially if ones home state issues them (which maryland does....in the most pathetic sense of the affirmation).

Which is why I am forced to jump through some loops holes and get either a florida or virginia non resident permit. (both have reciprocity with PA)

I turn 21 on saturday, which is why im getting my shi* together now
 
PA accepts non-resident Florida permits last time I checked, but they're more expensive than the PA permit.

From what I understand, PA will only issue nonresident permits to those who have obtained carry permits in their home state (if such a permit is available); this means people from NJ, MD, or any other "may (no) issue" state are SOL. :(


Fortunately, PA happily accepts other states' nonresident permits for reciprocity purposes. :)

Pa AG recently posted on site that they will issue Non Res CCW to Md Residents.
 
You might want to take a closer look at the PA CHL stuff. I spend most of my free time and money in PA and VA (voting with my wallet), and am under the understanding most non-resident CHL are not honored in PA if you don't have one from your state of residence (good luck with that:() but VA permits are the exception. This comes from a conversation with a PA state trooper I met during a range trip to the Glen Rock area. Also, being PA is shall issue to residents, and non-residents with a valid home state CHL, they are may-issue to nonresident, non-CHL holders (if not in law, in practice), with the exception of a few sheriffs who will issue one to any eligible out of stater.

I am not sure if anyone knows of someone who runs a VA CHL class, or assists in some of the "in the presence of a valid official" stuff. Some VA folks I know basically paid $100 for a class, qualifying, and assistance in correctly completing the application taught by an off duty VA officer, which to me would be well worth the money.

There's your problem. PASP isn't exactly the authority on the law, though they'd like to think they are. Any nonresident permit issued by a state that has reciprocity with PA is, in fact, honoured. From the Attorney General's website:

Note: It has come to the attention of the Office of Attorney General that there has been confusion over the applicability of Pennsylvania's reciprocal privileges with regard to the residency status of an individual who has been issued a valid license/permit. It is the position of the Office of Attorney General that recognition within Pennsylvania is based on the issuance to an individual of a valid license/permit by the reciprocal contracting state, and not on the license/permit holder's place of residence.

agreed, where is that??

so should i go with VA or FL non res permit if the non-res PA doesnt pan out, which it doesnt seeem to be
 
Completed and Signed Application must be accompanied by the following:

1. A photo copy of a license to carry a firearm (concealed carry permit) from your home state if that state has a concealed carry law.

2. A photo copy of your Driver's License.

3. A self addressed stamped envelope.

4. $26.00 fee for five year license and out of state processing. (Check/money order made out to Centre County Sheriff.)

In other words, a Maryland resident cannot get a Pennsylvania License To Carry Firearms, unless they have a license from Maryland.
