Bill Update

On December 20th, CCRN leadership were asked by the Speaker to go "one more round" with Law Enforcement. On Friday (Jan. 24) Rep. Lynda Boudreau informed us that Speaker Sviggum wants to go ahead and introduce the bill.

We have met with representative of Law Enforcement numerous times over the last year and a half, and have addressed every issue they have bought forward. We came to agreement on 90% of the issues; our only "no-compromise" position was on "shall-issue" itself. In spite of these sincere and productive efforts, we fully expect that Police and Sheriff's organizations will continue to officially oppose the bill.

The Governor's office has reviewed the bill and is ready to see it
introduced.

When the House version of the bill is complete, CCRN will make it available on our web site. For now suffice it to say that we have crafted a good bill that delivers on CCRN's goals, addresses law enforcement concerns, and is sound public policy.

CCRN will be at the Capitol on Wednesday gathering authors. Expect to see at least 40 house authors, perhaps even a majority (a rare achievement in legislation). Note that the Senate only allows five authors per bill, so we will likely have the lead bill and four "clones" (identical bill introduced to allow for additional authors) to accommodate a total of 25 authors. If there is a demand for more we will could wind up with a majority of authors in the Senate as well, another big win.

The first hearing should be the week of Feb. 3rd, in the Civil Law
committee. Rep. Mary Liz Holberg (a strong supporter of CCRN) chairs the Civil Law Committee.

The week of February 10th should see the main policy hearing in the Judicial Policy and Finance Committee. Representative Rich Stanek chaired this committee. Now that he as been appointed Commissioner of Public Safety, Rep. Steve Smith (a very strong Second Amendment supporter) has been named chair. The bill will then make a short procedural stop at the Rules Committee, then put on the calendar for the full House.

Committee hearings are about execution - showing up organized and in large numbers. Our opposition may read this e-blast before you do. They will have the same information. Our advantage - we execute better. Your committment to help is a part of that advantage.

In the Senate we are currently considering four options, which for obvious reasons we cannot discuss in detail. Additionally, we've heard rumblings that Senate Democrats would like it to get though committees. DFL leadership recognizes that this issue hurt them in the last election and they would prefer that they not have to deal with it in 2004. The know the only way that will happen is to have the bill pass. We are doubtful that the DFL's
more radical antigun members will "see the light" and capitulate; time will tell.

Testifiers

CCRN may be bringing in a couple of big guns (pun intended) such as John Lott or others for the 2nd (Policy) hearing. This means covering their travel expenses (we have not and do not expect to pay stipends). As a true "grass roots" organization, we need all of you to contribute to the CCRN kitty over the next two weeks to help cover these expenses.

What We Need YOU to Do:

We thank you for your past support. As we head into the end game we must stay focused and strong. We need EVERY ONE of you to contact your Representatives and (most especially) your Senators.

1) A handwritten or printed-out letter is best, (and always HAND SIGNED), demanding passage of the "Minnesota Personal Protection Act."

2) Follow up with a short phone call,

3) Then an e-mail.

ALWAYS include your NAME and YOUR TOWN. (They toss out anything that does not have this information). Keep the phone calls and emails simple; "My name is______ and I live in ________ and I want you to support the Minnesota
Personal Protection Act."

Remember, our enemies are working overtime, calling the same people. We MUST act now, and get every friend and family member to do the same.
