Model 1917 Enfield side scope mount?

Anyone recognize this particular setup and how to utilize it if I so choose? Thanks in advance - I appreciate the expertise found here.

Are you sure that is a 1917 and not a commercial 30S?

It’s a Model 1917 made in October 1918 at Eddystone.
