Oh my be careful with that carb cleaner. The only goddamn substance on the planet that'll kill a cockroach dead in his tracks. Beats the snot out of RAID.

It probably isn't a headspace problem in the technical sense, since they headspace on the rim. If it's a standard refurb, the headspace should be fine. If you're sure it's totally clean, I (hesitantly) suggest a chamber cast. Is there any sign of a burr digging in to any of the brass-cased rounds?

It may be that you have a Mosin with a slightly out-of-round chamber. It's not common but I've seen references to it in M91's. They tend to be oversized if anything in the 91/30's, but the variation between chambers is enough to make full length resizing essential if you are shooting more than one Mosin.
 
Caribou is right.... everyone thinks they have their mosin chamber clean! Until you chuck a 20 gauge bore brush in a drill and squirt some carb cleaner in there, it aint clean! :D

Getting things warm really helps loosen it.
