i hope i'm asking this and explaining it correctly

when there is no round in the chamber and the bolt in not fully closed but just closed enough to keep bolt from falling back, when the trigger is pulled the bolt closes and locks but the cocking pc does not slam to fire and is unable to until its reset .

now i have never tried it with a round in it so i'm thinking someone has
so what happens if there is a round in it will it fire ? or just close like it does without ?

i'm asking for a friend as this would be a better alternative to use as a safty rather than the safty that is on it that is if it don't go boom should the trigger accidently gets pulled with the bolt in that position

the position i'm asking about is when you chamber a shell and start to close the bolt approx 1/2" about 1 o clock position there is a slight click that holds the bolt in place when trigger is pulled closes to closed position 3 o clock

No the round will not fire.

The firing pin spring has to be under a good deal of compression for it to apply enough force to pierce a primer.

The Mosin Nagant bolt is a cock on open bolt and your above technique will release tension on the firing pin spring.

It's unlikely the round would fire by the striker riding the cam down, but it would fire if you then tapped the back of the bolt sharply with a hammer =)
