Mounting My New Scope

Just received my new Zeiss Conquest. When mounting it to the rifle, my mounts do not "screw down" all the way - I guessing they are not supposed to. Anyway, I have three quetsion/issues:

1. With the scope rings, are they supposed to screw down flush? Do I need bigger rings?

2. My scope is aligned with the gun, that is the front seems lower than he rear - is this typical? Should I put some sort of foam between the scope and the mount for cushioning?

3. Read on another thread where if shooting a mag (mine is a 300wsm), one should have steel rings - I have the Tikka T3 and am wondering if those rings will be adequate. Assume money were no object, which are the best rings to use.

Thanks all in advance. If some of the questions seem ridiculous, I apologize, finals right now and today my scope arrives - taking a break.
 
Kinda hard to understand the question..

scope rings are only in two sizes that I know of...1" and 30mm. The two halves of the rings typically have a very slight gap so that they don't bottom out...that is, so that they can actually clamp on the scope tube. If the rings contacted, the scope might not be tight and move around

Anything softer than shim stock would let the scope move around. You'd never hold zero.

The apparent tilt may be due to the shape of the receiver and the taper of the barrel. Then again, there are literally dozens and dozens of bases that are different heights. Even for the same rifle you can get low, medium, high, and sometimes extra high. This is to account for the different size lenses. Yoiu might have one low and one medium base for example.

Since you have an expensive scope and it could be permanently damaged by incorrect installation, I'd have someone experienced put it on and bore sight it. That will only get you within mebbe 3-4 inches at 100 yards, but it's a start.

As far as I know, Talley makes rings for the Tikka. They'd probably be about the best. I think Burris makes steel rings as well.
