Multiple transfers through FFL

I am familiar with the transfer process for buying firearms via internet through means such as Gunbroker or here at our own classifieds, as most all of my rifles and pistols come from out of state sources. My local FFL dealer and I have a great relationship and he willingly accepts all my transfers. His xfer fee is $25.

Ive currently been out of town on business but the money has been good and my shopping has gone a little overboard. He currently has 5 firearms (long guns) he is holding for me and Im possibly looking a picking up a couple more AR15 stripped recievers so that may possibly rack it up to 7 or 8 transfers.

I have a few questions.

-Do I have to do a 4473 for EACH transfer item of can he list them all at once on the same transfer since I will be picking them up at once?

-Is he required by law to charge the transfer fee for each transfer, becuse I vaguely remember a couple years ago I picked up two transfers and I think he told me there would only be one transfer fee because I got them both at the same time..(I cant remember exactly)

-How will the Feds view a numerous (5-8) gun transfer when he calls it in? Does that throw red flags?

You can do more than one transfer with one 4473, but I'm not sure what the limit is. Some dealers will want a separate form for each because of the way they do their paperwork, though.

AFAIK, he's not required by law to charge a fee period. This is completely up to him.

If you're refering to calling in the NICS, they don't report anything other than your information for them to look up. As long as we're talking long guns and not hand guns, the feds don't care.
 
I had three different sellers ship 5 rifles to my FFL here in Kali, and got all five of them Dros'd for $75.00 otd on the day I went to pick them all up.....
 
This is from the instructions on the Form 4473:

If more than five firearms are involved in a transaction, the information required by Section D, questions 26-30, must be provided for the additional firearms on a separate sheet of paper, which must be attached to the ATF Form 4473 covering the transaction.

Additional firearms purchases by the same buyer may not be added to the
form after the seller has signed and dated it. A buyer who wishes to purchase
additional firearms after the seller has signed and dated the form must
complete a new ATF Form 4473. The seller must conduct a new NICS check.

If/what the dealer is required to charge for transfer fees is up to state law, and company policy. Most states don't have any laws for transfer fees.

The number of firearms being sold/transferred is not reported to NICS when the call is made. Only more than one pistol or revolver transferred within 5 business days is reported on a separate form submitted to local law enfocement and the ATF. NICS is run by the FBI, not by the ATF.

That would appear to violate Federal regulations and the instructions on the form 4473.

There is no limit on the number of firearms that can be transferred on a single Form 4473. The form has spaces for five firearms on page 3 but the instructions on the form tell the dealer to attach additional pages if needed.

There is no requirement to charge a transfer fee period. Just as McDonalds isn't required to charge for their food or a MD for his services.
Before you started having guns shipped to him you should be clear on his transfer pricing. Volume discounts? I'll do it depending on the circumstances......not for the guy that buys twelve guns over a two month period and then expects a single transfer fee "because he picked them up all at once". If I did that I would need several more gun safes. Every hour/day/week/month that a gun is on my premises costs me in insurance premiums (more guns= higher premiums).

The FBI NICS only gets to know if the transfer involved a handgun, long gun or other firearm (or combinations).
If the transfer involved two or more handguns the dealer is required to fax a multiple sale of handgun form to ATF that day. In the border states with Mexico, dealers are also required to submit a multiple sale form on two or more "semiautomatic rifles .22cal or greater that take a detachable magazine".
